Why is it that most searches for small business loans from the united satses government end at a pay for site?

I searched at firstgov.gov which appears to have changed its name to usa.gov. Here are the results for small business loans:

Great question.
Most government loans are still underwritten through traditional lenders. The difference between a government loan and a traditional loan is that the government guarantees a large percentage of repayment of the loan if the borrower defaults.
